Through the Provincial Nominee Program (PNP), Canadian territories and provinces can nominate immigrants who want to move to a specific province.
This means that applicants who wish to obtain permanent residence in Canada can receive a nomination from the province they wish to move to. This nomination goes a long way in getting you invited to apply for permanent residence in Canada.
Each Canadian province (excluding Nunavut and Quebec) has its own Provincial Nominee Program.
They also have their own immigration programs, aimed at certain groups of people, like students, workers, businessmen, etc. Each province’s PNP has at least one stream connected to Canada’s immigration selection system, Express Entry.
Receiving a nomination from a territory increases your Express Entry score by 600, giving you an almost automatic invitation to apply for a Canadian permanent residence visa.

1. How does the Provincial Nominee Program work?
So you want to live in one of the Canadian provinces. You will need a Canadian permanent residence visa to do that. To increase your chances of receiving a Canadian permanent residence visa, you can apply to the province you want to live in for nomination.
You can do this through the Provincial Nominee Program.
The Canadian provinces that offer PNP are:

- Alberta
- British Columbia
- Manitoba
- New Brunswick
- Newfoundland and Labrador
- Northwest Territories
- Nova Scotia
- Ontario
- Prince Edward Island
- Saskatchewan
- Yukon
If the province you want to live in nominates you, Immigration, Refugees and Citizenship Canada (IRCC) will send you an Invitation to Apply (ITA) to apply for residence.
The PNP program is for people who:

- Want a permanent residence visa in Canada
- Want to live in a specific province
- Have the skills, education and work experience to contribute to that province’s economy
2. How to apply for the Provincial Nominee Program?
The ways you can apply for the Provincial Nominee Program depend on the province you are applying to.
You will have to visit the official website of the province you are interested in and see what the application and eligibility requirements are. You can find a list of all Canadian Provinces and links to their contacts on IRCC’s PNP eligibility website.
In some provinces, you can apply through the Express Entry System. In other places, you will need to apply directly to the province and see if they will nominate you.
Apply through the Express Entry System
There are two ways you can apply for the PNP through Express Entry:
Contact the province/territory you want to register with
You apply for nomination from a specific province under one of their Express Entry streams.
If they nominate you, you can update your Express Entry profile and prove that you have been nominated. If you don’t already have an Express Entry account, you will have to create one.
You will receive the nomination through your account and you will have to accept it electronically.
Express interest in specific provinces/territories through Express Entry
When you create an Express Entry profile, you can express interest in certain provinces/territories.
One of the provinces you are interested in will send you a “notification of interest” if they want to nominate you. If they do so, you must contact them directly.
You then have to apply to their Express Entry stream.
If they select you for nomination, they will send the nomination to you via your account and you will have to accept the nomination electronically.
If you are nominated (using either of the two methods mentioned above), you will receive 600 CRS (Comprehensive Ranking Score) points for your Express Entry profile. Since Express Entry ranks potential immigrants according to the number of CRS points they have, 600 points will get you noticed. It will increase your chances of being invited by IRCC to apply for permanent residence.
If IRCC invites you to apply, they will contact you through your account. You must then apply for permanent residence online.
An Express Entry invitation to apply for permanent residence is only valid for 60 days. You will have to apply within that time frame.
Submit application directly to the province
If you want to apply directly to a particular province’s Provincial Nominee Program, you will have to familiarize yourself with that province’s eligibility and application requirements. You can do this by visiting their website.
For the Direct Provincial Nominee Program, the process is as follows:

- Apply to the PNP of the desired province.
- Meet all of their eligibility requirements.
- You will be assessed based on the scoring system/criteria for that particular province.
- If you receive a nomination, they will send you a nomination letter.
- You must apply for permanent residence to IRCC.
Remember that this process takes longer than the Express Entry process.
After you receive nomination
Once you have received a nomination through the PRP, you can submit your permanent residence application.
3. Requirements for the Provincial Nominee Program
The following documents are required to register under the Canadian PNP:

- Copy of travel document and passport.
- Selection certificate du Quebec (CSQ).
- Confirm nomination from your province.
- Proof of language proficiency.
- Birth certificate.
- Marriage/divorce certificate or annulment certificate (if married multiple times, please provide documents for each time) (If any)
- Death certificate of ex-spouse/common-law partner. (If any)
- If you have a live-in partner: Statutory declaration of the Common Law Union (IMM 5409 – original) and evidence you have lived together for a minimum of 12 months (shared apartment lease, joint bills , the general address on the document.)
- Information about your child, such as birth certificate, adoption certificate, or proof of custody (If any)
- Identity card or household registration/book (If any)
- Police certificate and license. They must be from every country/territory in which you have lived for six months or more.
- Photo taken at Canada’s photo request.
- PNP fee receipt.
